    A CONNECTED CITY

    Thinking globally, in a world without borders, in order to be able to take action locally, but also thinking locally in order to act globally, on an open stage.

    The city needs to be “connected” to that international stage, but also to its metropolitan environment by constructing an “intelligent collaboration”.

Citizens who are responsible, active and trained to achieve global, changing evolution, which is only possible by means of strong values and social capital. Citizens who cooperate, who organise themselves, who lead the way in a life without violence and projects and who open the way to permanent, sustainable development.

    MISSION

    The main role of the Donostia/San Sebastián Office of Strategy is to study, promote, create, implement, monitor and manage the city’s strategic plan.

    Furthermore, the Office of Strategy undertakes any activities, projects and initiatives that it has been assigned as a result of the strategic plan, and places particular emphasis on improving the internal and external image of Donostia/San Sebastián, internationalisation and promoting the city abroad.

    The Office of Strategy is tasked with carrying out research and consultancy projects which aim to increase knowledge about the situation faced by Donostia/San Sebastián or the cities and regions in its surrounding area.

    The job of the office is to nurture projects that result from the strategic plan, as is the case with the Basque Culinary Center and the European Capital of Culture bid, which are both projects carried out in partnership with other public and/or private agents.

    VISION

    The Office of Strategy aims to make the Donostia/San Sebastián of the future a city where each person can achieve their life goals under the best possible conditions.

    As a result, the E2020DSS Strategic Plan addresses the future of Donostia/San Sebastián from the perspective of a city which is cohesive, age friendly and well connected, generating R&D-related wealth and becoming an international leader in science and technology and activities linked to culture and creative economy. An open, dynamic and welcoming city, where life and enjoyment is worthwhile and which is a model of sustainability from an environmental, social and economic perspective.

    Organisational Structure

    ORGANISATIONAL STRUCTURE

    The Donostia/San Sebastián Office of Strategy is part of the municipal administrative structure and has been incorporated into the municipal public company Fomento de San Sebastián.

    It also reports to the Strategic Plan Working Committee. The Committee comprises 38 members and includes representatives from Donostia/San Sebastián City Council, the Provincial Council of Gipuzkoa, the Basque Government, Central Government, Kutxa, Adegi, Mondragón Cooperative Corporation, Gipuzkoa Chamber of Commerce, the Matia Foundation, social, cultural and sports organisations, neighbourhood and trade union associations, the university, the science and technology industry, etc.

    STRATEGIC PLAN FOR DONOSTIA/SAN SEBASTIÁN

    The Office of Strategy was created in 2001 under a Promotion Committee which was endorsed by Donostia/San Sebastián City Council. From that point onwards, work got under way to create the city’s first strategic plan. This process ended in 2004 when it was approved by consensus.

    The first 2004-2010 Strategic Plan for Donostia/San Sebastián involved a strategic shift towards a new model of city that is much more geared towards innovation and knowledge.

    In 2010, the Strategic Plan’s Executive Committee headed up a process of reflection, discussion and work in order to close the first strategic plan and move on to building E2020DSS, the second strategic plan for the city.

    ORGANIC REGULATIONS FOR THE SOCIAL COUNCIL

    Meanwhile, Donostia/San Sebastián City Council approved the Organic Regulations for the Social Council for the city in 2008, in accordance with Law 57/2003 on the Modernisation of Local Government. These Regulations provide for the creation of an Executive Committee for the Strategic Plan which is linked to the Plenary of the city’s Social Council and will continue the work which had previously been carried out by the Plan’s Promotion Committee.

    The roles of the Executive Committee include making it easier for institutions and economic and social agents to meet in order to ensure that the objectives outlined in the Strategic Plan are met, as well as monitoring and promoting major projects for advancement.

    In 2012, a process of discussion and reflection was entered into in order to review the Social Council, and this culminated in the Organic Regulations for the Social Council being amended in 2014.  This replanning means that the Council better represents society thanks to an increased number of members who come from this background, and that the Strategic Plan’s Executive Committee is replaced with a Working Committee.

    Strategic regional planning is a necessary tool in being able to build the vision of a shared city of the future

    Welcome to the website describing the Strategy of the city of San Sebastián.

    The current Strategic Plan Donostia/San Sebastian, E2020DSS, was approved by the city’s Social Council in late 2010.

    Strategic regional planning is a necessary tool in being able to build the vision of a shared city of the future, nd an itinerary for achieving that vision shared by all public and private agents, who also belong to different spheres (social, institutional, economic, etc.).

    It means that we can prepare for the future and guide it towards the best possible model, thereby avoiding an itinerary which can sometimes lead the city into a dead end street. There are very obvious examples of this. A city that fails to design and construct its future is condemned to suffer that future.

    For many years now San Sebastián has been working to plan and execute a shared strategy, and the results are tangible in areas such as Science and Knowledge, not to mention many others. The alignment between public and private agents has allowed us to progress further, and faster, towards achieving the designed city model.

    The main challenges lie in building a city internationally recognised, not only for its tourism or gastronomy, although these are certainly important, but also for fields such as science, innovation, culture or social cohesion and values. A city well communicated, that works with others (and with nearby spaces and regions such as Donostialdea, Oarsoaldea, the Basque Eurocity, Gipuzkoa and the Basque capitals). 

    A city rich in values that confronts social exclusion in all its forms and that fosters the social capital of all men and women in San Sebastián as the true driving power of city (those people who have the ability to come together, to join forces and build in the fields of sport, culture, the social and economic spheres, etc.).

    A city worthwhile living in because it has the instruments for a good life, a friendly city, with services, committed to the environment and sustainability, a city that works towards peace because it has experienced the bloodletting of violence…

    A city that places its stakes on the economic activities of the future in the emerging fields of knowledge (Nanoscience, Bioscience, Neuroscience and IT) and in those with important capacities (audiovisual sector, music, creative industries, sport, etc.) and/or associated problem areas (such as aging for example).
